Martin Thomas Mike � We're going to have to agree with Jack here; this is not a Bay- or even California-specific problem. People who are "housing insecure" are drawn to the abundance of cheap and free boats, creating an anchor-out population of non-sailors on less-than-seaworthy vessels.

It should always be mentioned that there's also an anchor-out community made up of seasoned sailors on well-found boats, but this group has precious few options for legal, long-term anchoring or mooring in the Bay Area.

We agree with you, Mike, that the Bay Area has an embarrassing lack of mooring facilities, and we'll spare you our oft-repeated lamentations on the Bay's lack of boating infrastructure.

Richardson Bay has certainly seen more enforcement in the past five years than it had in the past few decades, but the next set of letters will show that there are still scores of boats anchored out that cannot stand up to Bay Area winter weather, which wreaks havoc on local marinas downwind of the moorings.

Ken � More enforcement of the rules? It sounds good on paper, but a common theme in the zeitgeist is that the police already have too much to do. When you factor homelessness, drug addiction and mental illness � and the more existential problem of a housing crisis � into the anchor-out issue, you're talking about something that's ultimately well beyond the purview of the police.

Besides, the most cops can do with an illegal anchor-out is ask them to leave, so the anchor-out crosses the Bay and drops the hook somewhere else, creating a game of Whac-a-Mole. By the way, the Coast Guard almost always defers anchor-out issues to local authorities so that it can focus on its primary missions: Homeland Security, rescues, and narcotics-trafficking enforcement.

These programs are controversial because some people feel that you're essentially rewarding people who aren't selfsufficient and who've broken the rules. San Diego is often lauded as a California public-mooring success story. And it is! But every orchard � even in 'America's Finest City' � has some bad apples. The waterfront has historically had its seedy corners populated with a motley band of characters.

We just hope that there's a way to keep some 'color' at the shore while also keeping people's property safe from theft or foundering boats. It's no accident they call Sausalito's "Hurricane Gulch" after its namesake. Any idea that this is a safe anchorage in winter is completely unfounded.

Scores of people have died over the decades. Unfortunately, first responders are called out always at the peak of the storm to rescue them. It's dangerous, expensive and avoidable. If only RBRA would enforce the statutes already on its books; a hour anchorage means 72 hours.

Peter Le Lievre Nauticat Sausalito Peter � Just to revisit our last response: There is surprisingly little under the law that police can do when someone is living on their boat, even if they're in clear violation of a hour anchoring restriction. The best they can do is call the police, and so goes the cycle. I really think there needs to be a permanent mooring solution for the Bay so that at least if people are moored out they are safe and other boats are safe.

Others just enjoyed the image of four adult crew draped over the boom while the cockpit crew looked completely unperturbed. SIGHTINGS bill kreysler � sailing serendipity Bill Kreysler remembers to this day how his dad put him in a lifejacket, plucked him up, put him down into a little dinghy kind of like an El Toro, then pushed him off the dock.

That's how he learned to sail. It was a terrifying yet defining moment, as the young lad, about 5 at the time, sailed across the little yacht harbor screaming at the top of his lungs before crashing unceremoniously into the transom of the commodore's powerboat.

The greatest thing he discovered was that if he was sailing his little boat, he was his own boss at a young age � that was pretty neat, he thought. While he had no clue at the time where that short jaunt might take him, Kreysler's life has been one of being his own boss as well as one where he's been able to help other kids achieve that fabulous "aha" moment of youth independence. Growing up sailing on and around San Diego Bay, Kreysler got into racing in his early teens, crewing on a Lightning for his friend Howard Makin.

He also crewed in the Star Boat with Don Bever, who had just won the continued on outside column of next sightings page. Right page: 'Murano' sailing back in the days when photographers were still using film. I would read sailing magazines and every book in our local library even remotely related to days on the water. Now here in the Bay Area, each day looks like a great day for sailing to me. Even so, some folks still slip away to the hills for the winter and then, come spring, head for their yachts.

Many people are under the impression sailing is difficult and expensive. I always say, "It should not be difficult. Get that bottom cleaned. Get it scrubbed by a reputable diver. If he says it is simply too manky and needs to be hauled and painted, get'er done now before the yards are jammed. A clean bottom means. Clean and lubricate that rig, get up to the masthead and lubricate the sheaves, check the spreader boots, address any chafe.

Replace the lines that need it. If it's blowing 10 knots and your mainsheet won't run out on its own, it's time for a new one. Get those sails ready for the season. Get your sailmaker down to your yacht or get the sails to the loft. It's so much easier to reinforce, and to repair small issues before they become big ones. Practice docking. My old boss once.

Star World Championships. Bever promised to take him to the Star North Americans, but reneged on the deal just a few weeks prior to the regatta. Kreysler, who was about 16 at the time, and light � not Star Boat material � was disappointed. But as things do tend to work out, another sailor in the Bay Area needed a last-minute crew for the same regatta. That sailor was Don Trask. It was , and Kreysler got his first-ever plane ticket to Cleveland, where he met Trask. The pair went out and won the North American Championships.

Kreysler had just graduated from San Diego State and was married, so he needed to get a real job. While his degree in English literature was an unlikely foundation for his future business undertakings, Kreysler considers that his technical interests probably sprang from working summers for his godfather at his foundry in San Diego.

His years working with Trask were great for Kreysler. As he describes, Don was a force of nature, having basically created the Laser phenomenon in the Western United States. As he recalls, it was Paul Cayard's dad who enlightened him that there were things that could be done with fiberglass other than build boats.

Kreysler threw his time and energy into his business, which is still growing and flourishing. He loves his work, so much so that he has not sailed as much as he would have liked in these past years.

But he has found time to stay connected to his sailing community. An active member of St. Francis Yacht Club, he is past president of the St. Francis Sailing Foundation, where he has been instrumental in mentoring youth sailors like Caleb Paine, bronze medalist in the Olympic Games.

I enjoy going to work in the morning, and I enjoy the feeling you get from helping somebody else get started on a path that is going to serve them well for their whole lives," Kreysler reflected. And, while it took a pandemic to incentivize him, last summer he finally dusted the cobwebs off his beloved Knarr, Murano, which he bought and restored 25 years ago, and took her sailing for the first time in literally 20 years.

I don't have the time or ability anymore to race at a really high level, but last summer I got a little bit of a taste of what I've been missing! Over the years we've written many stories of dreamers and doers who, with vision and determination, work to bring their dreams alive.

Some go on to accomplish all they dreamed of and others gain an education and experience that can provide guidance to future dreamers. One of those stories is that of David Vann. Back in , we wrote about a ft aluminum trimaran called Tin Can, Vann was assembling at Napa Valley Marina for an attempted nonstop circumnavigation of the world.

We admire persistence but know it's not the only ingredient necessary for success. After 12 years of hard work and three attempts, the project appears to have ended.

First Tri The date was February David Vann arrived with three aluminum hulls that he'd constructed in Florida with a plan to build a ft aluminum trimaran on a shoestring budget. Esquire magazine had the right to his story, which would be told as he circumnavigated the world.

The boat had no engine, and the main hull where he would be living was only 3 feet wide. We towed him out of the Napa River, and he made it to Monterey before having structural problems. He brought the boat back to us, where it was stored for the next 11 years. Second Tri In spring , after several years as an English literature professor in the UK and after publishing several books, David Vann was on to another adventure. He advertised for new crew on Crew Seekers with the promise of a Pacific crossing to the Philippines.

One crewmember came from Belgium, another from France, one from New Zealand and another from Florida. Truckloads of sheet aluminum arrived and David would work feverishly 12 hours a day, welding, grinding, and cutting. Using his original trimaran and making modifications to the hulls, he managed to erect a two-story cabin. A few months later the rebuilt and updated Tin Can left the marina, this time with a four-stroke outboard.

She made it out the Mare Island Strait, turned right into the Carquinez Strait and had problems Vann didn't anticipate. The problems included keeping the outboard in the water and that the outer hulls would get buried in the water in a good blow, making it difficult to steer the boat. Back she came, and we hauled her out yet again. More truckloads of aluminum showed up, and once again he put in long hours welding, cutting, and grinding.

He solicited Crew Seekers for crew for another adventure and was lucky to get a few recruits willing to share his passion with the hope of sailing west in the Pacific Ocean and beyond. Four months later, on June 24, David headed out with an experienced female captain en route to Sausalito, where he picked up a second experienced captain.

Their first port would be Hawaii. David had a Garmin inReach satellite communicator that allowed him to keep in daily contact with a friend on the mainland as well as to receive. The new VHF radios can be confusing, I had a skippering job last year that required me to update the software to make it operational. Batteries last maybe five to seven years, depending on all kinds of factors. Make sure yours are ready to carry the load for a long day on the water and still fire up the iron genny when you're ready to get home.

An easy test: Unplug the umbilical. On or about July 5, contact was lost and David's land contact called us at the marina. He was ready to call the Coast Guard but wanted to know what kind of survival equipment David might have.

The Coast Guard sent out a C search plane and found the third tri safe but disabled, with no rudder. A container ship was directed to help. The sailors abandoned their vessel and headed to Hawaii aboard the ship. The Coast Guard monitored Third Tri, making sure she would eventually drift out of the shipping channel and out of harm's way, which she did.

A few weeks later, a fisherman found David's boat close to the north shore of Oahu. Just shows you how your life can hang on a thin thread. For reference, see www. She organized a catch-up and learned about the years that led to Robbie Cleveland's Australian sailing life.

Robbie was 8 years old when, inspired by his grandfather who was a sailor and was "everything about the ocean," he had his first sailing lesson. Skip ahead two years, and the now year-old Robbie is sailing with his dad in the Bahamas. I thought, 'I'll take my dad out,' because he's not really a sailor. But my dad was, 'No, no, no,' and says he's going to take it out first.

Station Officer Steele is taking dance classes so he can attend the Firefighter Gala.

Meanwhile, Norman finds himself dangling dangerously from a bridge while trying to set a world record. It is a hot day in Pontypandy, and Joe invents many solar-powered gadgets, including a ridiculous-looking hat with a fan on it, which embarrasses Hannah.

It proves to be useful when Hannah accidentally leaves a bottle in the sun, which catches fire, trapping everyone on the cliff. Moose and the children go fossil-hunting on Pontypandy Mountain, but disaster strikes when Moose falls down a ravine and gets stuck between two boulders. Meanwhile, Elvis jumps to the false conclusion that he and Penny will lose their jobs after overhearing Station Officer Steele making "cuts" - when he was actually talking about a photograph.

But when the bus skids off the icy road, Mandy still wants to keep going and ends up dangling from a tree over a ravine. As a surprise for her mother, Mandy creates the "Garden Force," a team dedicated to renovating the Floods' front garden and making it the best garden in Pontypandy. Disaster strikes when they have an accident with the lawn mower and some fertiliser, which starts a fire.

It is a snowy day in Pontypandy when Moose announces he is opening his "Winter Wonderland. They see a frozen lake nearby and skate on it, but the ice begins to break, leaving the twins stranded on it. It is snowy and Norman is directing his very first movie up on Pontypandy Mountain, starring Mandy and Sarah.

Norman ignores Sam's warning not to cross the boundary ropes, and an avalanche traps him and the girls in a shed. Lion floats off in a boat and Norman rescues him, but ends up floating out to sea while holding onto the boat. Later, Norman gets stuck in a tree while trying to rescue Lion again. The next day, he creates a jet pack and tries to "rescue" James from getting stranded on the Pontypandy Flyer. This fails, too, and Norman's jet pack sets fire to the train.

The Pontypandy Pioneers are having a race, and Norman is partnered with Mandy. Norman refuses to read the map and ends up getting Mandy and himself lost, until they see James and Sarah far ahead of them. Norman tries riding a horse to catch up with the twins, but they both end up getting stuck in a muddy ditch. It is Sam's birthday and Joe is planning on giving Sam a remote control toy of Jupiter as a birthday present, but Hannah accidentally damages it.

James fixes it, but when he tries it out, the remote malfunctions and the toy gets loose in Pontypandy. Hannah and James chase after it, but accidentally crash into Dilys and all three of them end up falling into the sea, along with the toy. The children are playing Castles and Kings, and Gareth gives them a dragon he built out of boxes and toilet paper rolls. Norman does not like it because it does not fly or breathe fire.

He tries to make some modifications to the dragon to make it breathe fire, only to end up setting the entire dragon ablaze, as well as Bessie's shed. Norman decides to put on a circus show in Pontypandy Park, which he promises will be "the greatest show on Earth," but his audience is less than impressed by it. The grand finale of Norman's show leads to a flock of sheep stampeding through Pontypandy.

Ben and Hannah are having a kayaking race to the Northern Buoy and back. The current proves to be too strong for Ben, and he strains his shoulder. When a penguin escapes from Newtown Zoo, Elvis really hopes he will see it. Norman and Mandy find the penguin first, waddling across the beach.

Norman wants to keep it in his room, but it ends up making a mess, so he decides to take it to the pool, but he accidentally leaves it behind at the shop, where Dilys has an accident with some flaming candles and boxes upon being startled by the penguin.

The residents of Pontypandy have gathered in Pontypandy Park for the annual town festival. Mike accidentally sets the fireworks tent ablaze while trying to dry a painting with a heater.

Pontypandy is abuzz with excitement when a royal prince comes to visit and the Pontypandy Fire Service are given the responsibility of organizing the event, but Elvis and Sam are having a hard time keeping the red carpet clean. Meanwhile, Tom and Moose are hiking with the Pontypandy Pioneers, but Tom falls down a ravine and injures his shoulder while crossing a rope bridge courtesy of a hungry sheep chewing through the rope. Tom ends up getting rescued by the prince himself, who is also a helicopter pilot.

Joe has invented a new robotic dog called the Firedog to help in emergency situations that are too dangerous for Radar, but it proves to be a handful for him. Norman is convinced that he has superpowers as Norman-Man, so he tries using them to handle the malfunctioning Firedog. However, it ends up chasing Norman and setting fire to Joe's garage and itself. Ellie takes the Junior Cadets into the woods for a training day, but James is not convinced Ellie has experience with fire safety.

He tries calling Sam from a tree to ask about Ellie's firefighting experiences and get a better mobile phone signal but ends up getting stuck. While Ellie rescues him, Mandy and Sarah disobey her instructions not to touch anything and cause a petrol canister to roll into the campfire, which explodes and starts a forest fire. Norman steals Joe's submarine to find and film the Pontypandyness Monster, but he ends up crashing the submarine at the bottom of the lake.

To make matters worse, it starts filling up with water. Meanwhile, Ellie accuses Elvis of blocking Penny while being interviewed on the news during the crew's previous rescue. Norman is trying to become an online sensation known as Wizard Wally Wizzo, but his stunts lead to him getting stuck in a tree upside down, then starting a forest fire, and finally, dangling dangerously from a zipline over a waterfall.

Meanwhile, the firefighters are struggling to test a new operating system at the Mountain Rescue Centre. Norman and Hannah start a new detective agency called the Why Files, and they believe there are mysterious people on the beach contacting aliens. The mysterious people turn out to be Bronwyn, Gareth, Mrs. Chen, and Professor Pickles stargazing; they are trying to discover and name a new star, but end up getting stranded at sea when their rowboat tips over. Moose takes the children on a Wild West adventure and Hannah gives Mandy some horse riding lessons, but Mandy finds herself in trouble when she and her horse fall down a ravine.

When Sam rescues a cat from a drain, Hannah, Mandy, and Norman are given the task of looking after it. But the cat's stench overwhelms Norman, so Mandy lights a scented candle to get rid of the smell. However, the cat will not let them watch a movie in peace, so Norman lets it out of the cage.

While trying to get the cat back in the cage, Norman accidentally knocks the lit candle over and starts a fire. Norman, however, is late, and Dilys tries to get him there, but ends up taking him to the Mountain Rescue Centre by mistake, just as Tom is leaving. The Prices try to beat him to the Mountain Activity Centre, but Dilys drives too fast and ends up getting her car stuck in a tree over a ravine.

Norman watches a scary zombie movie and believes that James, Hannah, and Mandy became zombies, but they have actually caught colds. Norman tries to signal for help using a distress flare, only to start a fire in the Floods' house. The children become obsessed with a new Alien Bug Hunt Game and attempt to be the first ones to complete it in Pontypandy.

However, they find themselves competing against Charlie and Mike, who beat them to every spot in the game, frustrating Norman. The final spot is out at sea, and Norman decides to steal Neptune to beat Charlie and Mike to the spot, but the children end up getting lost and James falls overboard. Station Officer Steele is directing a movie about his childhood and Norman wants to be the star of the show.

Throughout the show, Norman refuses to share the spotlight with his co-stars. He gets into an argument with James and ends up setting the stage - and the Mountain Activity Centre - ablaze with the spotlight. Pontypandy is holding a giant vegetable competition and the children have grown a giant pumpkin.

They try transporting the pumpkin on a large trolley, but it ends up running loose in Pontypandy with James on it. Meanwhile, Norris the guinea pig gets loose in Pontypandy, too. Norman, Sarah, and Mandy set out to look for a big scoop to submit to the Pontypandy Planet. Norman decides to interview Joe about his new rocket-powered pogo stick, but Norman gets impatient and decides to test the pogo stick out himself, only to start bouncing out of control around Pontypandy.

The pogo stick then bounces on its own into Dilys' shop and starts a fire, trapping her inside. Norman and Mandy get bored during Moose's Mountain Adventure activities, so they sneak off to try the Zipline of Doom. Norman forgets to put on a harness, and he falls off the zipline and onto a tree.

Meanwhile, at the Mountain Rescue Centre, Tom is struggling to land Wallaby 2 due to Woolly refusing to get off the helipad. Sam and Charlie try to spend a quiet weekend on Pontypandy Island, but it backfires when they have to spend it with the Junior Cadets, led by Station Officer Steele and Elvis.

Things get worse when James lights a spark with some flintstones, which then starts a forest fire. It is Helen's younger brother, Police Chief Malcolm Williams', first day in Pontypandy, and the firefighters are throwing a welcome party for him. However, the party goes downhill when Bronwyn's red hot chilli nibbles turn out to be too fiery for everyone's taste.

When Bronwyn tries to make more chilli nibbles, she ends up starting a grease fire in the Wholefish Cafe as a result of her rushing. On the same day, Norman is putting on a magic show and Mike is putting on a drumming show. Norman and Mike refuse to cooperate, so they end up competing to promote their shows.

Norman uncouples Mike's electric billboard from his van, and the billboard suddenly catches fire and starts rolling downhill towards a fuel truck down at the quay. The Pontypandy Pioneers are trying to earn their raft building badge, but Norman refuses to follow the instructions on building the raft.

Things get worse when James' faulty tablet charger sets the grass and trees near the river ablaze. Meanwhile, Elvis accidentally gets Station Officer Steele's shirt dirty three times. Hannah, James, and Sarah launch a sandwich into space, which starts an unexpected rescue mission when their space images capture a distress flare, which was launched by Tom after getting stranded on Pontypandy Mountain due to Wallaby 2 breaking down.

A sea turtle has been spotted off the coast of Pontypandy and the firefighters are doing their part to clean up the ocean. Meanwhile, Norman and Hannah accidentally drop Joe's binoculars into the sea, and Hannah and Joe use their submarine to retrieve the binoculars, but they get stranded when the submarine runs out of power.

But when Derek scares Norman, Norman decides to get back at Derek with a fake dinosaur, which gets Derek stranded on a cliff ledge.

Malcolm is joining the Wild Men of Pontypandy for a cookout. But when Nipper steals Malcolm's barbeque chicken and they try to get it back, Moose accidentally causes the grill to roll down the hill and into the train station where the grill starts a fire. On a very hot and dry day, Malcolm, Norman, and the Floods go hiking on Pontypandy Mountain, but their adventure is cut short when Norman accidentally leaves a magnifying glass in the sun, which starts a forest fire.

To make matters worse, Mike trips on a rock and twists his ankle. When James becomes Malcolm's deputy for the day, they end up with a real case to solve; food has been disappearing around Pontypandy. The thief turns out to be a horse named Buttercup, who was brought in for an animal rescue demonstration. But when James tries to arrest her, he ends up on her back and racing through Pontypandy. When Sarah tries to turn Trevor into a ukulele rock star, the filming of his first video goes wrong and he and Moose find themselves approaching a waterfall.
